On the implementation of the project

Performing a research regarding the construction of a water pipe system for the inhabitants of the village Horodiste, Calarasi rayon, Republic of Moldova

 

The village Horodiste, situated 9 kilometers South West of Calarasi city and 65 kilometers from Chisinau city, has a 600 years old history. Currently there are 3000 residents in 1119 housholds on a total area of 2608 ha.

 

The problem of drinking water supply has been a serious one during the last 30-40 years. However, due to various objective and subjective reasons, this problem has persisted until nowadays.

 

During the years of 70’s of the past century local administration of the agricultural household-farm “Patria” made several attempts to build an water pipe and a sewage collection system while building the local secondary school. The school is currently a lyceum which has not been functioning because it was not built until the end and thus has not been given to operation.     

 

Having examined the situation on the spot, Association of Business and Professional Women (BPW-M) together with the Mayor’s office and local councellors held a joint meeting on March 4, 2009. During the meeting the participants adopted the decision concerning a number of measures that would help solve the problem of drinkable water supply in the locality. At the same time, Mayor’s office of Horodiste village and BPW-M signed a partnership agreement concerning the solution of this problem.  

 

         Mayor’s office has registered 99 public pits, 18 public wells and 101 individual pits the quality of water in which was not satisfactory. In the village there are 2 artesian wells which have not been functioning for more than 15 years and currently are in bad state. The aqueduct, which was built 23 years ago, is currently out of order. The population has no alternative but to use water from public wells, the quality of which is very poor. Local medical records attested a recent increase in the enteric and gastric diseases, hepatitis and even cancer because of the low quality of drinkable water available in the village.

 

 WFWP agreed to join efforts with the local community and BPW-M concerning the solution of the problem of potable water supply. WFWP offered a grant of EUR 5500 and jointly with BPW-M organized the National working conference “From policies to practices: elaboration of long term projects in the field of water and health in Moldova”, which took place in Chisinau during 18-20 May, 2009, at the Palace of the Republic. During the conference a number of steps have been undertaken:

 

On June 24, 2009, an Agreement has been signed between the Horodiste City Hall and Business and Professional Women from Moldova (BPW-M) according to which the parties will cooperation for issues related to water supply for the population of Horodiste village, Calarasi district.

 

The main goal of the Agreement is to ensure the security and improve the life conditions and health of the population by constructing a potable water supply system. In order to implement the tasks set forth, the Project is aimed at:

 

1)     Raising the level of awareness with decision making authorities concerning the risks, related to the use of low quality drinkable water and the negative impact of environmental pollution over human health;

 

2)  Developing social partnership by involving the population and public associations in the process of solving social and economic village problems;

 

3)  Reconstructing of artesian wells and of potable water supply system;

 

4)  Sharing of the gained experience at the level of other local communities.

 

Main goal of this Agreement is based on the facilitation of access to potable water supply and to sewage facilities of the population from Horodiste village, thus improving the level of public health and quality of life.

 

Tasks to achieve

-         facilitation of users’ access to water, in particular that of women;

-        Promotion of the concept of closed cycle of water use by means of implementing long term decentralized water and sewage systems.

-        Offering information to population concerning the problems related to water, sanitation and hygiene, by means of public awareness raising practices.

-        A better control over the water quality by means of organizing monitoring campaigns of groundwater, potable and used quality (in cooperation with preventive medicine offices).

 

The Agreement stipulates the responsibilities of the City Hall and those of BPW-Moldova concerning the realization of the proposed tasks, on the basis of the conditions of the Agreement on grant offering.
